1921 i197 of two Czech pilots,

1 three Slovak Lutheran clergymen, M. and other Czecho-Slovak citizens, sentenced and interned in Hungary for political offences, in return for amnesty 'for Hungarians persecuted and sentenced for political offences in Upper Hungary or Czecho-Slovak citizens imprisoned for espousing the Hungarian cause. According to confidential information, President Masaryk intends to issue a political amnesty on the 7th instant. I should like to make a binding promise in the name of the Hungarian Government that the above-named persons will be pardoned by His Serene Highness the Regent

2 if the amnesty here is actually granted and carried out.

, Dr. Gratz. Tschitscherins mindeste Forderung 109 namentlich angegebene Personen inclusive Commissäre, ausserdem soll Litvinoff aus einer zweiten Liste von 275 Personen noch eine Anzahl wichtiger Kommunisten ausfordern. Demgegenüber werden alle Kriegsgefangenen und der zum Tode verurteilte Hauptmann M. entlassen.

4 Habe Unterhandlungen unterbrochen und mitgeteilt, dass meine Abberufung wahrscheinlich. Übergabe der Verhandlungen so arrangiert, dass vorläufig für Kriegsgefangenen keine böse Folgen haben wird. Bitte Begnadigungsangelegenheiten der Kommissäre bis zu meiner Rückkehr aufschieben. Berichte abgehen heute. Bitte um telegraphische Antwort, ob ich Rückreise antreten soll.
