IOO 1921 concerning the proposal which he has already accepted in a per­sonal conference would be to incorporate it in a memorandum. According to the proposal, Austria and Hungary would each ask an Allied Power to appoint a representative, to whom we would submit the Hungarian objections against the Trianon frontiers. After hearing these as well as the Austrian arguments, the Allied mediator would on the basis of the opinion he formed advise the Austrian and Hungarian Governments as to a peaceful solution of the question. We still think it advisable that such a proposal should be made not by Hungary but by Austria. If the Austrian Government desires to ask France to mediate, we should be willing to agree that both Governments should ask for French mediation. 1 No. 73. ooo/M.K.res. Memorandum of the Minister for Foreign Affairs, Dr. Gratz, about his conversation with the Italian High Commissioner, Prince Castagneto. [TRANSLATION] BUDAPEST, January 31, 1921. On his visit to-day Prince Castagneto, the Italian High Commissioner, mentioned that he had forwarded our note regard­ing the mediation in the question of Western Hungary. 2 The Marquis della Torretta however found that its terms were too general, and that it was unsuitable as the basis of negotiations. For this reason he had not handed it over to the Austrian Govern­ment, which is expecting a concrete proposal from us. Count Sforza shared the opinion of the Italian Minister in Vienna. I replied that in my conversations with Dr. Mayr I had repea­tedly received the promise that the Austrian Government, without giving way on the point of principle, was prepared to enter into negotiations on the question of Western Hungary, if either the Allied Powers jointly, or any one of them, would undertake mediation. 3 It is my impression that the Austrian Government would gladly have begun negotiations, even on the basis of our 1 Cf. supra, Doc, No. 63; and infra, Doc.
