On the occasion of my visit of introduction Mr. Dering, the British Minister, received me in an exceedingly friendly manner, and talked to me for three-quarters of an hour. He mentioned that he had had a part in our taking up regular diplomatic relations with Rumania 2 by the nomination of a chargé d'affaires, as he repeatedly urged Mr. Take Jonescu to arrange this. Mr. Dering, giving our conversation a confidential turn, said that when he was in Bulgaria he recommended Mr. Stambulinski to reassure the Rumanian Government that in the event of a Russian attack they would not attack in the rear. Although he has no instructions to this effect, as a friend of both countries, he advises us also to abate the fears of the Rumanians, who, it seems, do not trust us.
