As soon as you come to the conclusion that the filling of the vacancies in the Northern Hungarian bishoprics is unalterable, you are requested to use every means at your disposal to induce the Holy See to withold the confirmation of the new Bishops so long as the Czech Government does not assume an unequivocal obligation to compensate the two Bishops who were removed for all damages done to them, for all of their investments and, also, to pay them an adequate pension commensurate with the office which they have occupied.
