My informant was unable to say whether the wire was to be sent in consequence of Renner's decision or whether the Chancellor had discussed it previously with the competent officials. It is possible that it was in connection with this question that there was a conference two or three days ago of several high officials of the Foreign Office, lasting from 9 : 30 a. m.
