4i8 1920 of H. B. M.'s Military Representative has already asked for visas of my Ministry just in order to spare himself from difficulties with too zealous subordinate officials. The principal formality arising from the state of reciprocity and the first step leading to a more regulated situation is undoubtedly the mutual usage of visas. But, in order with a still greater certainty to avoid misunderstandings on the part of our own subordinate officials, especially Customs officials, I requested His Britannic Majesty's acting High Commissioner to furnish the British couriers with a paper giving the number and kind of the officially sealed pieces they are carrying as well as the name of the authorities to which each piece is addressed. On my part I am ready to issue to every British courier a special letter of recommendation certifying the bearer as an official courier, and giving explicit instructions to our own subordinate authorities not to hinder the same on his way, to treat him politely, and not to open the pieces which he is carrying sealed with the seals of the respective authorities. I venture to hope that you also will find the above formalities capable of precluding misunderstandings and will agree to my proposal. You are instructed to convey the following to Chancellor Renner : The Hungarian Government learned with the greatest dismay of the escape of Béla Kun and his consorts with the knowledge and assistance of the Austrian Government. The Hungarian Government cannot but consider this as a disloyal conduct on the part of the Austrian Government, especially in view ot the fact that permission for escape was granted on the very day
