I feel certain that such papers would insure a regular and polite treatment to the Messenger, and prevent all undesirable incidents. The Royal Hungarian Ministry is furnishing its cou­riers with three different documents similar to the above men­tioned. I venture to hope that you also will find the above formalities capable of precluding misunderstandigs and being at the same time in conformity with international law and usage and that therefore you will agree to them. It is uncontested that the Customs authorities have no right to ask questions as to the contents of the pieces bearing diplomatic seals. With your kind permission, I take this opportunity to broach another matter of kindred nature, namely the couriers on duty of His Majesty's Military Representative at Budapest, 1 Your esteemed note dated the ioth July 2 concerning the inaugu­ration of a state of reciprocal treatment of couriers between the United Kingdom and Hungary having suggested the possibility of regulating this matter on the same lines. Considering on the one hand the gratifying change in the relations between the two Kingdoms, being animated on the other hand by a sincere desire to spare the couriers of His Britan­nic Majesty's Military Representative, too, from regrettable occurrences, I take this opportunity to propose the regulation of this matter by the introduction of the above formalities also in respect to the couriers of His Britannic Majesty's Military Representative. For this purpose I approach at the same time Brig. Gen. Gorton with the same proposal 3, and have the honour to request your kind assistance in the interest of a satisfactory solution of this question.
