453 ration is still possible. In his view, Austria and Hungary should find a basis for economic rapprochement which would inevitably result in the adherence of Czechoslovakia to such a combination. His policy of rapprochement with Czechoslovakia was merely temporary. In his opinion, the establishment of good relations between Austria and Hungary is very urgent. Russia is unlikely to conclude a peace without obtaining Eastern Galicia. The consequence thereof will be that Russia will take Ruthenia away from Czechoslovakia. It is doubtful whether Czechoslovakia will be able to withstand bolshevism. The situation is dangerous both for Hungary and Austria; but if the two countries would cooperate they could perhaps withstand the bolshevik danger. According to Renner, a rapprochement between the two countries is made difficult because of the artificially created antiAustrian feeling in Hungary. He urged at length that we ought to relinquish Western Hungary to Austria, but finally he conceded that we could not simply renounce that territory and that if a peaceful solution of this issue is to be found, both parties will have to make some concessions. On my part I argued that responsibility for the unsatisfactory Austro —Hungarian relations must be borne by the Chancellor's policy. On the other hand, I agreed that cooperation between the two countries is desirable, particularly in view of the Russian danger. Without committing myself, I left the door open to the policy of rapprochement suggested by the Chancellor. In conclusion Renner told me that he would sound out his party concerning its attitude toward such a policy of rapprochement and requested me to inform my Government about our conversation.
