Moreover, I fear that in case two separate commissions are established, an attempt by the Austrian commission to relieve the economically weaker Austria of certain burdens by putting them on the shoulders of the economically stronger Hungary might in some cases be successful. On the other hand, if there is a single commission with jurisdiction in both countries, we would be in a better position to advance arguments to the effect that we should not be discriminated against in favour of Austria. I admit that it is impossible to calculate the possibility of advantages which might result from playing one of the commissions against the other. It is rather a question of intuition which of the two solutions would put us in a more advantageous tactical position. Personally, I believe that it would be more favourable for us if there were a single commission with jurisdiction in both countries. Finally, account should be taken of the political consequences resulting from the establishment of two independent commissions. There is little doubt in my mind that a single Reparations com­mission would facilitate and two independent commissions would hinder efforts to bring about an economic rapprochement between Hungary and Austria. Since I have always held to an opinion which has been strengthened by my experiences since I have occupied my post here that economic rapprochement between the two countries would be greatly in the interest of both, I naturally would prefer the solution of a single Reparations commission which would assist in building up economic coopera­tion between the two countries. I attribute great importance to such economic cooperation because of my belief that for years to come Austria will be the door, and perhaps the only door, through which Hungary will be able to trade with the west.
