With reference to my code telegram No. 5, 1 you are requested to report whether Polish Foreign Office would be willing to raise in Paris the question of including Hungary in the contemplated defensive action against the Russian red army. At today's meeting, the Council of Ministers noted with satisfaction the information contained in your code telegram No. 58 1 that Chancellor Renner seems to be willing to negotiate concerning Western Hungary. It would de desirable in the forthcoming negotiations either to refrain from discussing the question of customs arrangement or to limit such an arrangement for a short period of ten or fifteen years. However, if the negotiations can not proceed without this element, we would be willing to accept even such a condition. For your own confidential information I may add that the Government has in view a customs union with Austria;in the distant future.
