Szabó Tamás Résumé Hungary, Romania, and the Systems of Relations of the DAHR during the Period of the Negotiations of the Basic Treaty (1992-1996) The paper tries to discover the Hungarian-Romanian bilateral relations and the role of the Democratic Alliance of Hungarians in Romania (DAHR/RMDSZ) in the period of the Basic Treaty negotiations. For the theoretical foundation, I used the two-level games introduced by Robert D. Putnam, to explore the background of negotiations on domestic and international level. According to the declassified documents of the Hungarian Ministry of Foreign Affairs I examine empirically the dynamics of negotiations, the parties' arguments and positions in order to explore the relations between Hungary, Romania, the DAHR, the Western countries, and the regional economic and military organisations. On the grounds of the documents and literature we can conclude that the basic treaty signed in September 1996 had settled many disputed issue in the bilateral relations, but the often-stressed "historical reconciliation" process didn't come into existence. 108 Külügyi Szemle
