Nonproliferáció garanciák nélkül? the expansion and development of the peaceful use of nuclear energy, with which they contribute to the broadly understood security of the member states. The fifth nuclear-weapon-free zone was established in Central Asia on 21st March 2009. The zone (CANWFZ), which consists of Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan, is considered to have special characteristics that make it unique among nuclear-weapon-free zones. However, the question of accepting the Protocol of the Treaty of Semipalatinsk containing the negative security assurances of nuclear- weapon-states resulted in an extended debate among the five nuclear powers. The concerns of the United States, the United Kingdom and France prevented the approval of the document, while China and Russia expressed their support for the signature. The spring of 2014 brought a significant turn in the situation: on 6th May, all five nuclear powers signed the Protocol at the meeting of the NPT Preparatory Committee. However, the signature alone is not enough to guarantee the implementation of negative security assurances. The question of ratification is much more important and it can have broad consequences on the development of non-proliferation regimes. Understanding the reasons why the P-3 nuclear-weapon-states initially refused to sign the negative security assurances protocol of the Treaty of Semipalatinsk can bring us closer to understand and assess the future of the CANWFZ.
