Szenes Zoltán Résumé Forward to the Past? NATO after Wales The planned agenda for the NATO Summit in Wales has fundamentally changed as the Ukrainian crisis has broken out, Crimea has been annexed, and the Eastern Ukrainian separatists have been supported by Russia. The Alliance has started its adaptation to the new "Cold Peace" and turned to the direction of enhancing the collective defence. It was a very important goal of the Summit to strengthen the Transatlantic Bond, to support Ukraine, and remain resolute in support of Afghanistan after 2014. The article examines the results and debates of the Summit, recognises the direction change in the development of NATO in terms of readiness, reassurance and renewal. The guarantee for the collective defence and the management of the new emerging security threats request strong and high readiness NATO Forces and military capabilities which can only be provided through further renewal of the Alliance. The Wales Summit undoubtedly represents a new starting point in the history of NATO as it is turning back to use Cold War concepts, doctrines and procedures. However, the Summit continues to be seen as weak as in the past in taking hard decisions in defence budget increase, fair burden sharing and involving in high risk crisis management. Although the author recognises the Wales Summit as a new point in NATO transformation history (NATO 4.0), he believes that the North Atlantic Alliance has only made a half turn towards the new NATO security policy. 26 Külügyi Szemle
