Résumé After Referendum, before Referendum - the Conflict between Switzerland and the EU In the referendum of February 2014, 50,3 percent of Swiss nationals voted yes to reintroducing immigration quotas on EU citizens. The deal on the free movement of people between Switzerland and the EU came into force in 2002 and is a key element of the first of seven bilateral accords between two parties. Under the deal, nationals of Switzerland and the EU Member States are entitled to choose their places of work and residence within the territories of signatories. Brussels warned Switzerland that all their bilateral agreements will be revised, after the Swiss narrowly backed a curb on the EU's immigration. Some reactions accuse the Swiss of cherry picking and populism, others congratulated them. The essay takes a close look at the unique Swiss system of direct democracy being not an alternative, but complementary to the parliamentary system, even the sociological components of referendum „against mass immigration". The essay draws attention to the complex interdependence between the EU and Switzerland, including the different division of costs in different areas like energy and transport policy. The essay comes to the conclusion that the conflict between Brussels and Bern is not only a challenge to the relations between the EU and Switzerland, but it provides a chance for a new model to be elaborated for countries not wanting to become full members of the EU. 2014. tavasz 195
