Magyarország és az „arab tavasz Within the EU framework the Hungarian space of manoeuvre is delineated by the institutions of cooperation the Union has established with the Arab states (the Euro- Mediterranean Partnership, the European neighbourhood Policy, the Union for the Mediterranean and the cooperation with the GCC), and by the inner development of the EU itself. The war in Libya is a case in point: Hungary had to perform the Presidency of the EU after the Lisbon Treaty had gone into effect, which was a challenge in itself, and Libya was the only country, where direct Hungarian involvement the Arab Spring - in the form of humanitarian assistance - took place. Although Hungary observed all international and EU regulations regarding Libya, supported the no-fly zone and the protection of civilians, opened its airspace and the airbase at Pápa in front of NATO member states, it did not participate in the military operations. The Hungarian embassy in Tripoli stayed open and represented the EU and many countries all through the war, providing diplomatic and consular assistance, helping rescue operations and providing medical assistance. 2012. tavasz 143
