53 Ha az érintett tagállam a normatív előírásokat nem teljesíti, akkor GDP-je 0,2 százalékának megfelelő összeget kell letétbe helyeznie, amely a költégvetés sikeretelen szanálása esetén büntetéssé változik. A 60 százalékát meghaladó adósság esetében az érintett államnak a tényleges adósságszint és a maastrichti referenciaérték közötti különbséget évente egy húszadéval kell csökkentenie. Egy 80 százalékos államadóssággal rendelkező ország esetében a 20 százalékos különbség kiegyenlítése évi egyszázalékos csökkentést tesz kötelezővé.
