Résumé Résumé What do peacekeepers keep? Evaluation of the success of UN peacekeeping In the last sixty years, UN peacekeeping has played an important role in guaranteeing peace and security. That is why defining the extent and the conditions of its success have received much attention from the researchers and the UN. Still, a universal for­mula of success has not been found, as different conflicts need different answers by the international community. This article tries, by reviewing the literature, to find a defini­tion of success and point at the criteria of successful peacekeeping. Based on the theory of Johan Galtung, peace means not only the end of armed fighting, but rather the long­term, self-sustaining positive peace. This is crucial as more than one third of all conflicts recur in less than five years. Considering the conditions of success, the internal factors emphasized in UN-documents, as a clear mandate, the number of troops or financial aspects have only a slight impact on the success of an operation. As peacekeeping is just a tool in the peace process, it can only be successful if conditions beyond the mission, regarding local capacities and the character of the conflict, are also met. The most essen­tial of these is the political will of the affected parties to solve the disputes in a peaceful way. Without the necessary political consent, peacekeeping cannot achieve its goal, so the missions have to strengthen the parties' political commitment to the peace process. . nyár 2011 115
