Résumé Policy-making methods in European integration and European economic governance Helen Wallace has ranked as one of the leading scholars in the field since in the mid- 1970s, when she started to analyse policy-making processes in the European integration process. She and her colleagues have published their findings in a textbook which saw its sixth edition in 2010, titled "Policy-Making in the European Union". Their findings since the mid-1970s have demonstrated clearly that there is no a single model to describe the complexity and the diversity of the nature of the policy-making processes in European integration. Instead, there exist several different policy modes through which policy-making is achieved. Helen Wallace has identified five different policy making modes in contemporary European integration: firstly the traditional or classical community method; secondly the EU regulatory mode; thirdly the EU distributional mode; fourthly policy coordination; and finally intensive transgovemmentalism. However, these policy modes and methods are ideal types, the framework provides us with a useful tool to analyse the trends and alterations concerning policy-making in the EU. In this paper, in addition to the survey of the five policy modes and of recent trends in policy-making in the EU in general, the economic governance system in the EU is analysed through comparison with the five policy making methods. After analysing earlier and current trends in the governance of the Economic and Monetary Union (paying special regard to its "economic union" pillar) and of the Lisbon/Europe 2020 Strategy, it may be concluded that trends observed in the overall governance system in the EU are mirrored in the field of economic governance, too. In the system of the economic governance in the EU, all of the five policy modes are somehow present and the structure of the applied policy modes is becoming more and more complex and diverse. Moreover, the use of the policy coordination mode is becoming more prominent, especially in the reform measures responding to the challenges of the European sovereign debt crises of 2010. Finally, there is an interesting new phenomenon, both in the overall governance system and the in the field of the economic governance, which is described in the paper as "hybridization". "Hybridization" means that the individual policymaking modes are becoming more diverse and complex per se, resulting in experimental and innovative policy-making modes in the process of European integration. 2011. tavasz 185
