Résumé Résumé Rethinking Public Diplomacy in the 21st Century Public diplomacy has been discussed in the literature of international relations more frequently in the past decade than ever before. The increasing number of influential non-state actors, the strengthening of the global civil society, the rapid development of communication technology and the increasing number of transnational interactions in the globalizing world have transformed the international system and modified the relevance of the different interactions. The paper focuses on public diplomacy, its increasing role as an instrument of both states and non-state actors, its origin and its various definitions. It presents the different layers and the complexity of public diplomacy processes used by international actors. After analyzing the activities (connecting, understanding, informing, convincing, influencing), instruments (listening, advocacy, cultural diplomacy, exchange, media, psychological warfare) and limitations of public diplomacy, the paper proceeds to identify a proper translation into Hungarian that best captures the complex meaning of the term and therefore could serve as the equivalent of the commonly used English term in the Hungarian literature of international relations. 2010. tél 157
