Résumé The Spanish EU Presidency The purpose of the paper is to outline and analyze the institution of the Council Presidency. The paper is divided into two major parts. The first part surveys the history and structure of the Presidency as an institution. The second part analyzes the 2010 Spanish presidency. The authors would like to present the complexity of a Presidency and also introduce the risks and possibilities. Investigating the roles, functions and duties of the member state holding the Presidency is a topic of direct relevance, since Hungary will take over the EU Presidency on 1 January, 2011. 22 Külügyi Szemle
