Résumé Résumé Expanding Strategic Pragmatism towards Russia The new Hungarian government is proposing to establish a real strategic partnership of 21. century towards the Russian Federation. To find the most considerable priorities this paper is trying to examine the main lessons of the EU-Russia relations concerning the consequences of the 2004's enlargement. Taking into account the ongoing post-PC A negotiations this level of the relationship will be very topical during the Hungarian Council Presidency of 2011. Since the 2004's enlargement the European Union has become more interested in its unity. However two antagonistic approaches (creeping integration or „soft contain­ment") are characterising its members' policy on Russia. Generally the distance among them was enforced by the enlargement, while economic tendencies have solemnly de­veloped. At the same time the Russian foreign policy has shown less pragmatic attitudes than before. The paper rests that despite the more agressive external steps of Russia its pri­mary aim is economically interpreted (guided), and the Kremlin is very interested in good-balanced relations with Europe that is one of its least confrontative partners. To examine deeply the main tendencies of both sides the paper is focusing on their two important topics: energy relations between Brussel and Moscow, and finally the problems of their common neighbourhood. Both topics are very influenced by the men­tioned enlargement. Before making careful conclusions the paper studies the main ideas, conceptions of Russian and European scholars, leading policy advisors dealing with post-PCA nego­tiations. 114 Külügyi Szemle
