Résumé Scandinavia as a 'National Pioneer' in the Field of Children's Rights The study of the international protection of the children's rights provides an excellent opportunity to apply the constructivist approach to international relations, as well as the presentation of the spread of norms on the basis of the stage model. The children's rights serve as good examples of the interweaving of human rights and, at the same time, we can speak of universal rights with regard to them too. The Scandinavian countries are the transnational initiators of internal social norms in a number of fields of the children's rights. For instance, there is the office of the om­budsman for children's rights or the novel concept of the family or the relationship of the society to forms different from the average or the special attitude supporting the role of the state. By way of explanation, a few general statements can be made based on the history of the region. It can be stated that the strong regional identity and cooperation make it possible for countries active in forming norms to help spread the norms in a European framework as well. Moreover, the Scandinavian countries does not only show a good example in the children's rights, but also in the rights of the handicapped or the rights to a healthy environment. 2009. tél 69
