Résumé The Role of Civilization and Culture in the State-building Process of the 21st Century The theory of state-building is based on the experience of organic state-formation in Western Europe. The historical case of Western Europe used as a model for colonial state-building in the Third World. The concept of state (modernization theory) as the most advanced form of uniting an ethnically or linguistically homogenous community (the nation state) applied in various continents during the 19th and 20th century. This paper criticizes contemporary state-building approach of the international community in Iraq and Afghanistan. This article draws attention to the role of culture, religion and civilization in the state­building process. The famous Dutch social psychologist, Geert Hofstede describes the five dimensions of cultural differences among nations focusing on the absence of a uni­versal language in contemporary state-building process. Ronald Inglehart - in another research - has designed the cultural map of the world placing countries on it by using the traditional vs. secular-rational values and the survival vs. self-expression values as explanatory factors. The author argues that understanding the local cultural context and history is vital for a successful engagement in contemporary state-building. 2009. tavasz 17
