Résumé Résumé Norway: A Humanitarian Great Power? Strategies, Capabilities, and Commitments Norway is today one of the world's most prominent human rights promoters, regarding its commitment to international institutions dealing with this issue, as well as in terms of allocated development aid as a percentage of its GNI. When analysing the underlying reasons of this foreign policy, one could argue from a realist, neorealist point of view that Norway uses its international engagement as a tool to enhance international (soft) power and thus counterbalance its relative weakness and the recent trends of marginalisation. This theory, however, overestimates the influence Norway can possibly gain through its humanitarian policies, and is empirically not provable by the Norwegian practice. Another explanation stresses that the ability of a state to effectively pursue certain foreign policies depends on a set of influential factors, which in the case of Norway provide a favourable background for humanitarian action and make the country prominent in this field. It is nevertheless internal motivation, based on a feeling of global responsibility that can be recognised behind Norway's international human rights engagement. This feeling springs on the one hand from certain basic developments shaping Norwegian identity; on the other hand such humanitarian policies strengthen the feeling of national identity by providing possible objects to national pride. Zwische Strategien, Fähigkeiten und Verpflichtungen Norwegen ist heute in Bezug auf seinen Einsatz in internationalen Organisationen sowie in der Größe der verteilten Entwicklungshilfe als Prozentsatz des GNI, einer der prominentesten Förderer der Menschenrechte. Bei einer genaueren Analyse der Gründe dieser Politik, von einer realistischen, neorealistischen Sicht aus, scheint Norwegen sein Engagement als Werkzeug zu benutzen, um eine Art „soft power" zu erzielen, die seine relative Schwäche und seine Marginalisierung ausgleicht. Diese Argumentation überschätzt jedoch den eventuellen Einfluss, den Norwegen mit dieser Strategie erreichen könnte, und kann überdies empirisch nicht nachgewiesen werden. Eine zweite Erklärung betont, dass die Fähigkeit eines Staates erfolgreich Politik zu machen, von bestimmten Einflussfaktoren abhängt, die im Fall von Norwegen einen vorteilhaften Hintergrund für humanitäre Tätigkeiten bieten. Im Hintergrund des norwegischen humanitären Engagements liegt jedoch vielmehr ein innerer Antrieb der Gesellschaft, das Gefühl einer globalen Verantwortung. Dieses Gefühl entspringt einerseits aus bestimmten Elementen der norwegischen Identität; anderseits verstärkt eine solche humanitäre Politik das Gefühl der nationalen Identität, indem sie dem nationalen Stolz einen möglichen Gegenstand bietet. 38 Külügyi Szemle
