Nemzetközi konfliktuskezelési elsősegély: a humanitárius fegyveres beavatkozások anatómiája gét és beavatkozási lehetőségeit érinti.50 A biztonság, az emberi jogok és a fejlődés hármasa köré kiépített megújulási javaslat éppen az ENSZ és a tagállamok közötti új konszenzus és alkalmi feladatmegosztás lehetőségét kívánja a kor könyörtelen tanulságaihoz igazítani. A javaslat következményei a 191 tagállamnak az ENSZ őszi, hatvanadik ülésszaka előtti viták és egyeztetések eredőjeként jelennek meg. Egy felvilágosult és lényegre törő nemzetközi vita során, valamint az ENSZ jelentőséget és hasznos hozzájárulási képességét fenntartani szándékozó döntések esetében nem kerülhetők ki a humanitárius intervenció dilemmái és eddigi tanulságai sem.
