A Few Words on the Federal Law on State Policy of the Russian Federation national or social origins, belonging to fellow countrymen, financial conditions, or any other circumstances of theirs; • when their equality before the law is concerned. 2. In the fields of economy and welfare (Article 16) In the course of the implementation of the state policy of the RF with regard to fellow countrymen the state organs of both the federation and the legal entities of the federation promote: • co-operation among various organisations in Russia and organisations operating with the participation of fellow countrymen; • the foundation of joint organisations, societies, and associations to be established together with fellow countrymen, the goal of which is investment into the Russian economy on the part of fellow countrymen; • the co-operation of Russian organisations, independent of the form of ownership, with foreign companies where primarily fellow countrymen work; • the development of mutually advantageous co-operation under the laws of the RF and the foreign country. It is first of all the low life and welfare standard of fellow countrymen living in the successor states to justify that social and humanitarian aid are also mentioned separately. According to this: • the state organs of the RF and the legal entities of the federation - in compliance with the international treaties of the RF and its laws -, depending on one's belonging to the group of fellow countrymen, social aid, too, can be provided to those fellow countrymen who do not receive social protection; • under extraordinary circumstances - under the conditions and procedure defined by the government of the RF -, they can also receive humanitarian aid. 3. In the fields of culture, language, and education (Article 17) The fields of culture, language, and education comprise the most detailed chapter of the law. Under this: • The state organs of both the RF and the legal entities of the federation - in compliance with the international treaties of the RF and its laws, moreover considering the laws of other countries concerning this field -, provide assistance to fellow countrymen in order that they could preserve and develop their cultural and linguistic heritage that forms and inseparable part of their lifestyle (everyday life) and in order that they could receive education in their mother tongue under equal circumstances at all educational levels. • In the foreign countries where this has been realised, the state organs (federal and those of the legal entities) develop co-operation extending to several fields with the national-cultural autonomies of the fellow countrymen, provide help to the organisations and centres of fellow countrymen that aim at this, and contribute to the cultural exchange between the RF and the fellow countrymen. 2003. ősz 41
