Résumé External Development Funds as the means of global policy in the EU - in the mirror of readiness for integration As former colonies became associated territories with the Treaty of Rome, the EU continuously extended its development policy. The EU grants more than 50 percent of all the aid, and - in general - it is the most important trading partner, thus the leading actor of co-operation, so its activities are global. As a consequence of the contemporary events in world politics, and the internal structural and geopolitical changes, the cooperation of the Community was gradually extended to 71 ACP countries (EDF), the Mediterranean region and the Middle-East (MEDA), and than to Latin America and Asia (ALA). The notion of preserving the former colonial positions, the renaissance of the theory and practice of the development policy of the 1960s and 70s, the global competition for the Third World and the intention to counter-balance the expansive Soviet influence have always played a significant role in this process. The period between 1990-1994 was the era of fundamental political and economic changes. At the end of the Cold War, the Union signed European Treaties with the countries of Central and Eastern Europe and the Baltic States, and two relevant development funds, the PHARE and the TACIS were launched in 1990-1991. The Treaty of Amsterdam (1997) further strengthened the political union and the Common Foreign and Defence Policy, giving high priority to ecological and human-rights issues, increasing the community 2003. nyár 193
