Résumé which are supported by PHARE CBC, can only be interpreted within the context of domestic and foreign political factors because the beneficial and unfavorable changes of these areas are reflected in the existence of the euroregions too. The decentralization of administration is a general tendency, but it is domestic considerations - in the first place, the build-up of the independent Slovak state - that explain the differences of this process in the two countries. Nationalism, which went hand in hand with the development of the Slovak state, did have an impact on the reform of administration: it favored centralization, hindered the creation of euroregions, was suspicious of each initiative which had ethnic, especially Hungarian ethnic component. These years were characterized by the rule of the Meciar governments when the foreign relations between the two countries could not really facilitate the cause of the euroregions. There has been a change in the domestic considerations of and support for the euroregions under the Dzurinda governments since 1998. Mutual trust has grown in the bilateral relations between Hungary and Slovakia since 1998, and the cooperation along the borders has been institutionalized in the foreign policy of the two countries as well. The operation of the euroregions within the framework defined by domestic and foreign policy depends largely on those self-governments, organizations, and people which and who exist and live along the borders and see an opportunity for development in this form. The essay presents the ideas and opinions of experts who take part in the creation and operation of the euroregions besides providing the facts with regard to the issue. One of the conclusions of the essay is that euroregions play and will play an important role in the future as well. The European Union supports the diferent activities along the borders of the members states in the framework of Interreg, thus recognizing the significance of them in the process of social and economic cooperation. The development projects can further be funded by the EU after accession. Another conclusion of the essay is that it depends on the organizations along the Hungarian- Slovak border to a large extent that how much they can fulfill the mission of the euroregions: the integration of the economic, social, political, and cultural area.
