Grúber Károly „Részvételünk az Európai Unió jövőjéről szóló vitában - amely az uniót olyan föderatív rendszernek tekinti, amelyben az alkotmányos régióknak, így Skóciának, Katalóniának, Flandriának, Vallóniának, Bajorországnak stb. megvan a saját helyük - hozzájárulhat ahhoz, hogy pontosabban megismerjük azokat az intézményi struktúrákat, amelyekbe integrálódni kívánunk. A regionális modell, az úgynevezett középszintű kormányzás (meso-government) véleményünk szerint európai identitásunk visszaszerzését szolgálja "ÍS Abban mindenki egyetért, hogy az európai alkotmányozási folyamatban - aminek résztvevői a tagjelöltek is - a kormányzás, a szuverenitás és az integráció korábbi definíciói komoly kihívások elé néznek. E történelmi fordulóponton Európa kormányoz- hatósága és kulturális, nemzeti sokszínűségének megőrzése a tét. Giscard d'Estaing, az EU-konvent elnökének szavaival: „Ha elbukunk, tovább mélyítjük az európai projekt válságát, és nem leszünk képesek arra, hogy olyan kormányzati modellt ajánljunk, amely képes lenne egyben tartani a kibővült uniót.
