Résumé of the United States, which united the territories which were controlled by the Muslims and the Croats. András Miklós Deák: The First Lessons of Devolution in the United Kingdom This study undertakes to examine the exciting issues of how asymmetric devolution in the UK was operating in practice between May 1999 (when after 1707 the Scottish Parliament was reestablished and the unwritten British constitution entered its de facto post-devolution phase) and the general elections in June 2001. The handing over of some of the powers of Westminster had politically and legally been well prepared and has brought great success for the ruling Labour Party. The two years of practical devolution have not produced a single major conflict, since partnership and the necessary co-operation among the three devolved executives and the British government had come to being in a matter of months. Devolution has not visibly strengthened the cause of independence in Scotland. The Scottish Parliament and the assemblies also offer a new terrain for Labour-Liberal Democrat coalition governments, electoral rules and some procedural experiments. The paper reminds the reader of the fact that alongside with political devolution fiscal devolution has not been introduced, and for want of a better solution the much criticized Barnett formula is still in place. The study also offers a glimpse into how devolution for England may come to life by forming regional assemblies where there is a majority wish to have them.
