The Ministry of Foreign Affairs may, upon the recommendation of the Consular Offices grant them authority, over a certain period, to make, in connection with special official proceedings, an abatement included in Part 1Í. In such an event the fees may, with due regard to the means of the parties from whom the fees are to be collected, be reduced to one half and, if circumstances warrant it, even to one quarter of the nominal rate.
