Paul Cardinal Marella, Archpriest of St. Peter’s Basilica, leit Tuesday on his return trip to Rome after a month’s visit in the United States. Assistant Attorney General J. Herbert Miller had expressed the opinion that the legislation proposed by Representative Glenn Cunningham of Nebraska could be unconstitutional.
