May 8, 1964 Availability of Smut to Youth Deplored by Essex Judges NEWARK—- Four judges of the Essex County Juvenile and Do­mestic Relations Court in their annual report deplore the easy availability of 'obscene publica­tions and what they describe as the inadequacy of laws dealing with pornography. “Delinquents coming before the court,” said the report, “have available to them in the public market a vast array of crime stories, masochistic, fetishistic and obscene magazines containing bor­derline or lewd stories. The avail­ability of such publications in our Essex communities defies descrip­tion.” The judges—Harry W. Linde­­man, Horace S. Bellfatto, Herbert J. Kenarik and Neil G. Other action also is necessary, the judges declared. “Public statements of the lead­ing psychiatrists in the country and their conclusions that obscene material can affect any person bf any age, cannot be ignored, nor can the report of a New Jersey legislative commission which warned in 1962 that the sale of pornographic material is a $10,- 000,000 to $14,000,000 a year business in New Jersey and is a serious threat to the ethical and moral well-being of our youth.” The four judges concluded this phase of their report by expressing the hope a clinical survey of the problem by the New Jersey Diag­nostic Center at Menlo Park might lead to legislation restrict­ing the distribution and sale of smut. Establishment of a permanent commission to deal with the prob­lem will be helpful, they added. Deanship a College For Trenton Teacher RALEIGH, N. C.—Dr. Richard J. de Pagnier, professor of his­tory at St. Augustine’s College here, has been appointed chair­man of the Social Science De­partment at Allen University, Columbia, S.C., it has been an­nounced by Dr. H. I. Fontellio- Nanton, dean of the university. Dr. de Pagnier is a native Trentonian, and son of Mrs. Betty de Pagnier of 108 North Clinton Avenue. Dr. de Pagnier has become well­­known in the South during the past eight years due to his active work in the field of integration. He hae traveled throughout the South giving lectures to groups in Louisiana, Mississippi and North Carolina. He was president of the Catholic Interracial Council in Raleigh for three years. He was formerly associate pro­fessor at Notre Dame University, dean of men at Xavier University, New Orleans, and taught at Seton Hall University for seven years. Dr. de Pagnier had his in­doctrination into the teaching profession in the reform schools of New York State, where he spent the first 10 years of his teaching career. Next year Dr. de Pagnier will observe his 25th year of teaching. He hopes to celebrate it with the publication of his first novel.
