Mrs. BÁNKI, ERZSÉBET MOLNÁR TH ROLE OF "REGULAR COMMITTEE WORKS" IN REFORMING THE ADMINISTRATION OF THE DISTRICT JAZYGIA-CUMANIA (1791-1843-44) The powerful evolvement of attempts made for the capitalistic transformation of feudal Hungary is connected to the so-called "parliament of reforms" in 1832—36. However, its preliminaries date back to the regular committee work sent out by the parliamentary session of 1790—91. Its debates formed the principles of parliamentary activities from 1828, the year of the renewal of committee work, until 1843-44. This study deals with some of the committee work, with the reforms of the inner structure and self-governing of the District of Jazygia-Cumania. A short descrip­tion of the social stratification and public administration gives the basis for a better undestanding of the aims of the reform. A detailed report on the "inner-organizational plan", accepted by the central sub-committee of the regular committee in 1793, was given by sub-palatine Pongrác Somsics in 1828. The presentation of Somsics's opinion and of the assembly committee of the districts enables the reader to survey the aims of the reform, their influence on the District of Jazygia-Cumania and to percieve the expectations of the districts. Further on, the study follows the activities of the new, regular committe, formed in 1828, which intended to carry out capitalistic reforms in the self-governing of the District Jazygia-Cumania. The bill provoked debate-campaigns among the in­habitants of the Triple District (Jazygia, Cumania Major and Cumania Minor). The petitions written by the people reflect their sensibility to bourgeois development, while teh reactions of the district's magistrates demonstrate their conservative ideas. The strongest debates surrounded the introduction of the system of represen­tatives and the proportionate sharing of taxation by officials and noblemen. The bill of 446 items, resulting from the debates and committee-activites, was discussed by the parliament of 1844, but was not enacted. The ideas that did not come about in 1844, were realized partly in 1848, and then in the bourgeois era following the compromise of 1867 in Hungary. •127
