Guided by Sir Karl’s view that closed societies are tyrannical and open societies unstable, Mr. Soros set for his foundations the twin goals of helping to open closed societies and making open ones more stable. He has underwritten university scholarships for South African blacks, poll watchers in Philippine elections and human rights activities In Chile. He said one of his main motivations in donating money in Communist countries was to help liberalization movements sUciced. He has financed exchanges of visits between delegations of Chinese and Hungarian economic innovators in the hope of helping both countries. The same goal motivates him In the Soviet Union and Poland, he said. The Soros foundations foster international exchanges by making it financially possible for students and scholars from Communist countries to accept some of the many invitations that are offered for study trips to the West. Many are not accepted because the countries are unwilling to allot scarce hard currency for expenses. Last summer, the foundation sent 170 Hungarian English-language teachers and high-school and college sludenis for a month to Choate School, the Universities of Pennsylvania and Maryland and Bryn Mawr College to improve their language skills. The foundation also sent 20 post-graduate students in various disciplines for a year's training at Oxford University.
