Thus, in 1914, Roumaniawas neutral. Public sentiment was pro-French. The Allies, badly needing Balkan suport to counter the German success with Bulgaria, found willing ears in Roumania. On August 28, 1916, she entered the was on our side. As reward she was to receive Transylvania, Bukovina and the Banat as far as the Theiss, a Danubian tributary crossing the Hungarian ólain.5 That Roumania would eventually enter the war few observers doubted. During the first two years, it was again believed she was on the verge of declaration, now on the one side, now on the other. She finally went into the conflict on August 27, 1916, with a declaration against Austria. Her action sent a thrill through Great Britain which was felt in the highest official circles. Such enthusiasm as was aroused by the news had not been seen in London since early in the war. It was the universal belief that Roumania's action, following Italy's declaration of war on Germany, had made it clear that the Allies would win.
