F~r' no pattem of autonomy can, be applicable for every situation. The various forms of regional, local, or personal autonomies can be introduced only after careful analysis of any given minority situation. It should be a prime task of Hungarian foreign policy to keep the international community and the decision makers of the neighbors informed of the ambitions of the Hungarian communities that are rightful, and in conformity with European practices. Regional cooperation This EU phenomenon is extremely important for the development of Hungary. Due to the small size of the country, a very large part of its territory can be regarded as a "border area". Regional cooperation can not only advance Hungary's economic development but can also help to revive natural cultural-social-economic regions that were brutally and artificially severed by the decision at Trianon. While at present 80% of Hungary's borders are with non-EU states, Hungary is the "gate to the EU" for 4 neighboring states. This fact in itself provides opportunities. The most immediate tasks are to make progress toward the cooperative development of regional infrastructure as the crux of attracting significant capital infusion, development of various databanks, regional crossborder training centers, and efforts to develop a bilingual culture in these areas.
