Iván Szabó: Integration, a key to sustainable development in water utility services 57 [2] The Brundtland Report: Gro Harlem Brundtland was the Chair of the World Commission on Environment and Development of the UN (in short: the Brundtland Commission) in the middle of the 1980s, where she developed a detailed political plan on sustainable development. The Commission’s final report, which is also called the Brundtland Report, was published in 1987 with the title: “Our common future”. [3] There are numerous Hungarian research projects that focus on this topic. Therefore, we only want to emphasise only a few of them here, without aiming to give an exhaustive list. J. Pump (2011). [12] Recitals of the Water Utility Services Act: “The Parliament, in order to define fundamental rights and obligations related to public water services, protect the nation’s wealth in public water services, attain the goals of sustainable development and sparing fresh water stocks, provide the conditions of public water services that ensure consumer protection to a wide extent, establish a regulation that ensures the implementation of the foregoing and corresponds to the requirement of objective, transparent and equal treatment, hereby adopts, in accordance with the requirements of the European Union in this topics, the following Act”. [13] Point f) of Paragraph (1) of Section 1 of the Water Utility Services Act: principle of regionality: if, considering the interests of users, establishment of contiguous public water services system that covers multiple settlements is a solution more reasonable than having separate public water services systems in technical and economic terms when it comes to establishing or improving public water services, then priority should be given to the establishment of a contiguous public water services system.
