86 HIDROLÓGIAI KÖZLÖNY 1988. 68. ÉVFOLYAM, l, SZA M Abstract: Engineering competition announced by the Hungarian Learned Society tor flood control development at Pest-Buda Knj<án, I. The exceptional flood of 1838 in the Danube Valley presented no surprise to the engineering circles, since the Danube survey had revealed the deteriorated condition of the river. Following the days of paralysis caused by the tremendous devastations, a number of plans and proposals were published for reconstruction of the capital and for providing flood safety. Count Gy. Andrássy, one of the four founders of the Academy of Sciences has announced through the learned Society an engineering competition for studies describing and analyzing the past floods and for flood control development at the capital. Six papers have been submitted in response, an additional one arriving one day after the deadline. The jury appraising the competition papers was composed of officers enginiers and the engineer members of the Academy, but found none of them worthy of the award announced. None of the papers attained a level higher than mediocre, though the main cause of the flood hazard to Pest-Buda, the rock- and gravel bars downstream of the capital has been identified correctly in each. In the absence of design criteria and accurate maps no detailed plans could be prepared. In view of the rather poor work presented by the competitors, I. Gáty and S. Győry have prepared a comprehensive study on the Danube stretch through Pest-Buda and on the flood control situation. No awards were eventually allocated, but the papers, the comments and the study by Gáty and Győry were printed at the cost of Count Andrássy. The volume illustrates clearly the differences between the outstanding and mediocre engineers' opinions on the same problem.
