Dégen I.: A vízgazdálkodás, mint népgazdasági ágazat Hidrológiai Közlöny 1973. 8. sz. 347 és statisztikai előírások és az a körülmény, hogy a tevékenység eredménye nem minden esetben jelenik meg mennyiségileg meghatározható termék vagy szolgáltatás formájában, ma még akadá­lyozza a vízgazdálkodási tevékenységek belső kap­csolatainak és a társadalmi-gazdasági növekedéssel való reális összefüggéseinek feltárását. Folyamat­ban van az ágazati tervezés céljára is alkalmas ágazati kapcsolati mérleg kialakítása és a víz­gazdálkodási ágazat döntési modelljének megfogal­mazása, amely lehetővé teszi a vízgazdálkodás és a többi népgazdasági ágazat közötti logikai és anyagi kapcsolatok számszerű kifejezését, elősegíti a társadalmilag szükséges fejlesztési célkitűzések megalapozását. Water Management as a Sector of the National Economy by Dégen I. Undersecretary of State President of the National Water Authority From the point of view of economics the significance of any sector of the national economy, its functions and state is determined by the role it plays in the social distribution of work and in the process of reproduction. The partly productive, partly service functions of the water management branch, which are in their majority essential for economic development and are thus organic parts of the economic infrastructure, appear as a rule not in isolation, but interwoven with each other, or with production processes in other sectors of the national eco­nomy where they are a factor in the production of goods. Sectorial classification can be based on the one hand on the identical character of technological and economic functions, on the other hand, on considerations associa­ted with the planning, budgeting and statistical system of the national economy. Taking into account also the particular economic cha­racter of water management functions, the planning agencies of national economy have classified for practical planning-methodological and advisability considera­tions water management into the branch "agriculture, forestry, water management" as a separate sector. This classification was not influenced by economic theoreti­cal, or organisational reasons. Considering control ac­cording to the technological-economic character of the functions, water management is regarded by the govern­ment as a separate sector among the nine economic sec­tors. The combination of administration functions and of the agencies performing them constitute the administra­tion sector, while the economic functions and the agen­cies performing them are the economic sector. In the in­dividual administration branches the powers of the supreme authority based on organisational subordina­tion, as well as the guidance of economic sectors are per­formed by the ministries (agencies of national autho­rity), which are thus administration and economic sec­torial supreme authorities simultaneously. The functions forming the substance of the economic guidance sphere of authority comprise economic and ad­ministrative means alike. The functions and scope of the National Water Authority, as sectorial supreme authority, consists of participation in the formulation of the economic policy of the government, in tho formulation, implementation and guidance of the water management sectorial policy. In its capacity as supreme sectorial authority it performs with a scope extending to the entire sector all the func­tions of administration assigned to it by tho Water Act, the implementation order thereof and by other legal measures. In the supervisory capacity the National Water Authority exercises for all water agencies under its control the owner rights of the state and performs all re­levant control, administration and supervisory func­tions. The economic relations between water management and the other sectors of the national economy are realized as mutual production-utilization, or supplier­purchaser relationships. The extremely ramified econo­mic relation between water management and the various other sectors of the national economy can be analysed on the basis of the balance of sectorial relations. In the lat­ter the movement of products between the various sec­tors, or the distribution of products produced in the sectors within other sectors, further the ratio of produc­tion, accumulation and consumption in the individual sectors is indicated. The value and volume of production by the economic activity of water management reflects positively the im­portant role of water management in the sectorial pat­tern of the national economy.
