Libraries in Norway The National Library Norwegian libraries are usually divided into three main groups; research and special libraries, public libraries (including county libraries), and school libraries. To act as coordinating and consultative bodies for these three groups of libraries, the Norwegian Government has set up The National Office for Research and Special Libraries (Riksbibliotek- tjenesten) and The Norwegian Directorate for Public and School Libraries (Statens bibliotektilsyn). Within, as well as between, these three library groups there is an outreached cooperation, for instance in the loan services. A well organised library network is extremely important to spread culture and information and for the public knowledge level. The Norwegian Parliament has decided that all public libraries should be part of a national library network. The structure of the national library network may be illustrated as follows: The duty of the National Library is to collect, register and preserve all Norwegian publications, all literature in print by Norwegian authors published abroad, and all literature about Norway by foreign authors. The collections also include maps, photos and drawings, sound material and microforms. The National Bibliography (Norsk bokfortegnelse) is available in book form, on microfiche, on CD-Rom and on an on-line basis. The National Library is situated in Oslo with a department in Mo i Rana. Public Libraries It is the task of the public libraries to promote the spread of information, education, and other cultural activities through information mediation and by making books and other relevant material available to everyone living in the country, free of charge for anyone. All municipalities are charged by law to have a public library, many have several branches. In addition the public libraries give external services, including library service in public health institutions and mobile library service (bookmobiles and bookboats). County Libraries County libraries are situated in all counties. Their task is to organise the inter-library loans, to assist public libraries with professional advice and the Government authorities with planning, reports and statistics. To provide for an effective interlending the county libraries act as deposit libraries for certain subject areas, according to a national subject allocation plan. School Libraries Library service is established by law in all schools: in primary and lower secondary schools as well as in upper secondary schools. According to these laws, the school library should serve both the teachers and the pupils in pedagogical as well as in general cultural activities, especially in the lower secondary school. The school libraries are run by the municipality and governed by the school authorities. A cooperative plan between school and public libraries is now established by law. Research libraries and special libraries include a large number of libraries which all are a part of or attached to an institution, as in universities, colleges, public or private research and training institutes, and in several private concerns and companies. The Royal University Library in Oslo has the largest collection of Norwegian research literature. Other important research libraries are those at the universities of Bergen, Trondheim and Tromso. The research and special libraries are mainly assumed to serve their principal institutions, but most of their collections are also accessible to others through inter-library loans. A large number of private research and special libraries take part in this inter-library loan system. Research and Special Libraries Libraries with special deposit responsibility. In order to cover the total need for research and special literature, a group of libraries with special deposit responsibility within certain subject areas are pointed out. The main task for those libraries is to achieve and distribute current literature by acquisition and interloans. Publications Norske folkebiblioteker (Norwegian public libraries) is a survey of all public libraries in Norwegian municipalities, including their branches. It is published by Statens bibliotektilsyn (The Norwegian Directorate for Public and School libraries). Norske vitenskapelige ogfaglige biblioteker is a similar survey of Norwegian research and special libraries, published by Riksbibliotektjenesten (The National Office for Research and Special libraries). In addition there are three periodicals dealing with library questions:- Вок & Bibliotek, discussing general library subjects, (published by Statens bibliotektilsyn)- Synopsis, aiming mainly at the research and special library branch, (published by Riksbibliotektjenesten)- Scandinavian Public Library Quarterly, an English- language journal published by the State library authorities in the Scandinavian countries. School Libraries
