"Index - Telefax" vili relay documents of the Hungárián independent parties, movements and organisations with the greatest possible speed, truth and precision (with the help of a telefax installation) to all those interested both at home and abroad. The service is free to all those who relay information bút those who récéivé it must pay. The announcement says that the new service is necessary because in Hungary "the role of publicity and its margin has increased. However its structure is still nőt democratic and independent; the institutions which control, supervise and support it are old. It is managed by narrow political interests and forces and thus it is a means of manipulation as institutionalised censorship still operates. Important cultural, public and political aspirations cannot present themselves or come before the public at large".
