The organisation vas formed on November 5th by 135 lavyers. The meeting on the 27th is entitled "Debate on the rights to vote, associate and assemble" and the Minister of Justice and representátivés of independent, demo- cratic organisations and groupings have been invited to it. The invitation dated November 17th stated that contrary to the political authorities’ official declar- ations the self-organising processes of society are being kept in check. Al- though plans to restrict the right of association and assembly have nov been revised, the név versions have nőt been made public so it is nőt possible to debate them. Debates on the electoral lav bili have been confined to a very small circle and no information has been released about them. The invitation says that the present bili does nőt allov fór different interests or fór the forming of democratic social relations. "The bili must be debated by a fórum of independent lavyers and the lav makers must take note of their findings". There vili be tvo invited lecturers the constitutional lavyer and university lecturer István Kukor- elli vho is alsó secretary to the Peoples Front constitutional lav committee and Iván Baba a literary histórián and a representative of national independent public life. Bába vili talk about the contradictions and lessons of the 1985 elections. In its initial announcement on November 5th the Fórum stated that lavyers had fór the most part been in the front line of national development in previous periods of Hungárián history bút the authorities have suppressed all independent initiatives in recent decades. A forced social peace is nőt a suitable basis fór development. The legal regulations vhich vere made to satisfy demands fór control encompass »n areas of life, they contradict each other and change constantly and the political leadership only uses the constitution fór propaganda reasons. Thus the nation has very little confidence in the lav, it has reached a historical dead end and this fatal process can only be stopped by complete political change, by the creation of democracy. The rhetoric of reform serves to conceal the fact that anti-reform forces are in the aseendant. A democratic state cannot be created vithout active co-operation and control by the vhole of society. The aim of the Fórum is to enable everyon® to express their opinions freely vithout self-censorship in their meetings. The Fórum vants to draft reál social demands in order to solve the most important social-political problems.
