unions, youth associations, etc. We think that changes and progress in the practices of the party must be made. To pút it briefly, I would say that above all, it must operate as a political party, nőt in the'piacé of other [institutions, or organizations}. The Parliament must be guaranteed that it can do its own work fór which it is responsible, that the government can do the work fór which it is responsible, and that the independent organizations of society could do their own work on their own responsiblity and independently. And all of these should develop [the society, political institutions?] according to the requirements of the age and of circumstances. This is what I consider a correct generál direction. These questions are on the agenda today. I am thinking that the multi-party system, which is characteristic of the most highly developed capitalist countries, cannot be constructed in Hungary. There is a need in Hungary fór a certain socialist pluralism whose evolution and development is taking piacé at the present time, and which cannot be completed in a week. This is the process which is occupying us now. MCLAUGHLIN: Are you generally in favor of political reform, correct? KADAR: That's right. I support it. MCLAUGHLIN: If that's true, why is it that four intellectuals were expelled from the Party? Mr. Bihari, Mr. Legoyel, Mr. Biro and Mr. Király, who was a member of Parliament? Why were they expelled from the Party by you if you favor political reform? KADAR: Well, we do support political reform. Accordingly, we try to further develop the operational style -- and the practices of the Party, and its cooperation with all the determinants of society. I must emphasize again, in the sense that everyone must do their own work with totál responsibility fór what they do. The Party cannot lay claim to doing the work of others instead of them and by taking on their responsiblities. MCLAUGHLIN: Do you feel that the democratic fórum will be allowed to meet again in the Jurta theatre which is where the problem árosé outside the Party? KADAR: At the moment, we do nőt know about nor see before us any new groupings. We are making efforts to handle questions appropriately within the Party and within society. And associations which are working against the system will nőt be raised to the level of legality. MCLAUGHLIN: What condition is the Party in today in l-5-
