Fór the first time a Hungárián humán rights unión based in Vienna will take part as a member at the conference. Its represent- atives János Blumgrund and Karoly Kiszely, who recently emigrated from Hungary, arrived in Frankfurt yesterday evening. The Hungárián Democratic Opposition Move- ment sent a message to the conference stressing that despite the high-sounding declarations and propaganda phrases in Hungary a totalitarian political institute system and police tyranny rulesj there is no democracy and humán rights are nőt operative. A proper relationship between society and power, the decentralisation of power, the guaranteed validity of law and legal security are all lacking. Society is increasingly exposed, the future is uncertain and all this - accor- ding to the message - is related to the following causes:- there are no institutional guarantees of civil freedom rights,- an independent constitutional court does nőt exist which is qualified to super- vise legal rights which are nőt in accord with the constitution,- the courts are nőt independent,- there is no freely elected parliament or political parties and the public law role of the autocratic Communist Party is nőt limited by the law,- of the humán rights formulated in the constitution freedom of press, speech and association cannot actually be practised because the state interprets these freedom rights arbitrarily, the police can deprive individuals and social groups of their rights at will,- they limit and forbid the right to unité and strike and deal with the right to travel arbitrarily,- the principle of equality before the law does nőt exist in the case of conscient- ious objectors, somé religous communities are afflicted by discriminatory policies,- Minorities do nőt récéivé decisive legal defence so somé minority groups become outlawed,- legal regulations exist which treat certain lifestyles and forms of behaviour as crimes and thus limit and prevent a free choice of lifestyles. The message ends: "We think it is important that the conference calls upon Western public opinion and governments to demand more vigorously that humán and civil rights be attained in Hungary and other Communist countries.” Subscribers can use or quote the Hungárián October newsletters in totál or in detail as long as the source is acknowledged.
