Kras-si 18/1988 (E) 2nd February, 1988 Announcement by the Hungárián Democratic Fórum*s Spokespeople Spokespeople fór the Hungárián Democratic Fórum published the folloving dec- laration concerning the conference organised by the Fórum on January 31st: Faitnful to the spirit and letter of the Lakitelek resolutions the Hungárián Democratic Fórum held its second meeting in Budapest, in the Jurta Theatre. The participants vho signed the attendance record, numbering more than five hun- dred, represented nearly all social stratas and world outlooks. The objective of the Fórum organisers- to establish an assembly of scattered individuals, uho have become avaré that they are responsible fór their ovn fates, in order to emerge from the erisis, engage in national reneval and to seek a common denominator fór all these things- has nov perhaps surpassed the first step taken at Lakitelek. In its first declaration the Hungárián Democratic Fórum (HDF) expressed that its primary aim vas to act as a stimulus. To stimulate every resolution, action and notion of reform vhich aids Hungárián democratic reneval. The organisers of the HDF, draving attention to social movements and the events of recent parliamentary sittings, placed questions of parliamentary democracy, the changing role and transformation of parliament and the modemisation of the constitution on the agenda of the Jurta Fórum. Due to their theoretical and scientific significance experts in these fields vere asked to inaugurate the opening debates, contacts vith Members of Parl- iament vere sought so that there could be a preliminary meeting and Members of Parliament could take part in the Fórum. Nőne of these aspirations vere realized entirely. The meeting vith Members of Parliament vas frustrated by a referral to a technical error on the invitation cards and by threatening the Party member speakers vith Party injunctions and sanctions, in other vords they vere kept avay. Despite this the Fórum began vith its scheduled theme and the meeting vas conducted. As a result a declaration vas adopted vhich concemed the necessity of parliamentary democracy, the function of parliament and the modemisation of the constitution. In regard to the disclosure of the adopted s.tatement, vhich only seven voted against, the Fórum expressed its vish that it should appear in the official national press. Hovever a lessón vas dravn from the conflicts and delayed publication vhich surrounded the Lakitelek declaration and a veek vas alloved fór time at the printers after vhich the statement vili be released to the média. With tvo meetings already behind it the Hungárián Democratic Fórum vants primarily to gain confidence and simul- taneously dispeli all the suspicion, prejudice and extrusion vhich vas app- arent in the distance kept by Members of Parliament and Party Members. During the Jurta Fórum it vas announced that the Hungárián Democratic Fórum’s next conference vili concem the case of the Hungárián national minorities, especially the fate of the Hungárián national minority living in Románia. Preparation fór this conference is already in progress. We vish to publish the records of the Jurta Fórum after they have been edited - if possible vithout the delays vhich befell Lakitelek. The organisers vish to express their thanks to the Jurta Theatre and to those vho participated in the tiring vork of the arrangements.
