We regard the folloving ae easential in the ahort term:- A velfare-oriented population policy;- An equitable penaion ayatem providing enough to live on; and- Tax equity. Due to our paucity of financÍ8l reaourcea, the reordering of prioritieB and making conceaaiona vili be unavoidable in the courae of realizing theee objectives. It vili be neceaaary to eatimate the expenditureB, againet the proviaiona that can reasonably be expected in the State budget. Of courae, ve ouraelvea are unable to perform auch computationa, yet vhat ve are about to propoae ie more than juat viahful thinking. Namely, on the expenditure side, ve vili indicate vhat demands can be trimmed and by hov much, ahould that become neceaaary; and vhat kind of conceaaion ia unacceptable. And, on the eatimated revenue aide, ve vili point out the poasible sourcee from vhich the allocationa to the funda of aocial velfare policy could be increaaed. A.2 Welfare-Oriented Population Policy To alov dovn and eventually halt the demographic decline, ve must firet of all raiae decently, and vith reepect fór humán dignity, the babiea that are born. Ve must realize that uneducated parente vith lov incomes produce disproportionately more children than the other atrata of the population do. The auapicioua moaning about the deterioration of aociety'a genetic pool does nőt altér this fact. Attempte at introducing reatrictione to diacourage the poor from having children vould nőt help, either. The only thing that can help is to narrov the social gap. In other vords, the ayatem of benefita, child velfare, the kindergartena and achoola must tailor their programé primarily to the poor. We need a ayatem of benefita that provides more-equal opportunity fór children.- Whether or nőt they vere previouely employed, mothers raising three or more children ahould get child-care pay that approximatea average pay, as long ae at least tvo of the children are attending shool as regular atudents. The yeare apent raising children ahould count in the time required to qualify fór a penaion.- Mothers raising one or tvo children ahould get similar child-care pay until the children reach kindergarten ege.
