- In any event, tbe licensing autbority must nőt be tbe same government agency tbat is responeible fór Information or cultural policy. It ahould be taken intő account that such publicationa are nőt produced on printing presaea, and therefore the size of their rúna is limited to begin vith. The legal relationa betveen founder and editorial staff must be regulated. The founding of national rádió or television stations vili most probably remain a government monopoly vithin the foreseeable future. Bút it is nőt varranted to integrate intő one large organization all the rádió stationa, reapectively all the television stations.- Organizational separation vould generate somé competition betveen Central studioa, and the varioua intereat-representing organizations, opinion-making circles and cultural trenda vould improve their prospects of being heard.- Independent local studioa vould mean that they could be placed under the control of local collectivea.- The propoaal to let the National Assembly appoint the chief executivea of Hungárián Rádió and Hungárián Television, and to have the Information Committee of the National Assembly oversee tbe operation of these organizations, vould alBO make fór a better-balanced programming policy. If the one-party syatem is retained, then probably alsó in future only an organization vith public-lav status vili be able to found a political nevspaper that has vide circulation. Evén so, hovever, clarification of the relationahip betveen founder and editorial staff could significantly enhance the independence of joumalism.- The document creating the nevspaper must specify vhat the founder expect6 of the editorial staff. Fór example: suitable coverage of the founding organization's event6, publication of its resolutions, and reporting on the issues that the organization supports. Over and above these stipulations, the editorial staff should be free to pursue its ovn editorial policy, vithin the limits of the lav.- It is reasonable to entrust the exercise of the founder's rights to a board of supervision vhose members are delegated by voluntary public organizations, and professional and cultural associations.
