The responsible State organs must implement the measures necessary to ensure this. The Agitation and Propaganda as well as the Academlc, Public Educatlon and Cultural Departments of the Central Committee ahould provide aid in this. b. The party and government leaders of the institutions of higher education and the university-college organs of KISZ should primarily employ political Clf necessary, administrative) means to suppress, isolate the activities of the enemy groups carried out among university and college atudents. They ahould devote careful attention to the university and college Journals and publications, to the programs of the institutions of higher education and high achool clubs and prevent the invitation of lecturers to these institutions who are engaged in enemy activities. 7. The responsible aupervisory organs must prevent the possibllity of polltically damaglng programs, or ones with hostile intent, from taking piacé in their cultural centers and institutions. The responsible atate organs will examine the present system of authorizatlon fór diverse entertainment programs and will formulate recommendations fór establishing an authorizatlon system providing political guarantees. The recommendations will be debated by the Agitation and Propaganda Committee on the basis of which effective measures will be implemented. ö. There must be an aggresslve and open response in our Information média and propaganda work to enemy activities and manlfestatlons. Realistic Information must be provided to public opinion by the press and to the party organizations of areas most likely to be affected by the activities of the enemy groups by the internál Information system of the party: the causes and conditions fór the existence of opposition in our society and the relationship of the enemy activity with the International eláss struggle must be illumlnated, the extent of the activity and its social danger must be made apparent, and the tasks of taking a political stand against this must be made known. Our propaganda will reveal the relation between the leaders of the opposition groups and the emigration and the western disruptive groups, and it must in this manner alsó promote the dissolution of the environment of the enemy groups, aympathy fór them, and the detachment of well-intentioned individuals. In our Information practices we must reckon with the wide-ranging publicity the enemy rádió stations assure fór the activities of the enemy groups and the writing of illegal publications. In the future—if warranted—we must be willing to openly debate the views formulated in these publications. A separate report will be prepared fór the Agitation and Propaganda Committee about the principles and tasks of a more open Information policy fór domestic public opinion about the enemy activities; concrete actions to be taken will be determined on the basis of this. 9. The Politburo warrants that the Central Committee be informed about the activities of the enemy groups, the guidelines fór their handllng and related tasks. The party membership must be informed about lssues concerning the activities of the enemy groups within the framework of the Information provided on the Central Committee meetlngs. The Agitation and Propaganda Department of the Central Committee will formulate proposals fór lnforming the Budapest and county party committees on a need to know basis; the Budapest and county party committees will ensure that this Information will be received by every party organ and organlzatlon in whose are the handling of the activities of enemy groups warrants this. 2) j % * *
