At the aame time, the political cbaracteriatica of the domeatic oppoaition-enemy groupa and their relationa with imperialist diaruptive centera have exhibited auch qualitative changea which warrant that we uae the term "enemy" in our propaganda to deaignate them in the future. It ia worth empbaaizing two main featurea of enemy activitiea: —regular participation in organized, nationaliatlc illegal political activitiea directed against the ayatem; —cooperation and maintenance of contact with imperialiat diaruptive and enemy propaganda centera* Primarily political meana muat alao be employed againat enemy activitiea. At the aame time, the suppreaaive lnatrumenta of the atate muat be more effectively and conaÍ3tently employed againat thoae who are engaged in organized, illegal publiahing and diatribution activitiea aa well aa thoae who maintain regular contact with imperialiat diaruptive and propaganda centera. The "limita of tolerance" muat be made unequivocally clear to thoae engaged in enemy activitiea. The atate publiahera and the preaa may nőt publiah and the maaa communlcationa may nőt give publicity to the writinga and worka of thoae who participate in organized illegal activitiea, publiah in illegal (unauthorized) publicationa, and maintain, i.e., cooperate with western diaruptive organizationa and enemy propaganda centeraj the reaponaible atate agenciea ahould nőt authorize—on the basis of a cautioua, aensitive examination—the public preaentation of the worka of individuala engaged in this type of activity; their foreign travel muat be pennitted in accordance with the laws in force, and if their atatements abroad are injurious to the interests of the Hungárián People's Republic then the instrument of exclusion from foreign travel fór the preacribed period of time muat be employed. The principle that all citizena are equally obligated to abide by the laws muat be consiatently enforced via-a-vis thoae engaging in enemy activities. The official measures employed in the intereata of obatructing and suppreasing enemy activities sérvé the consistent obaervance of legality, and they ahould have sufficiently frightening effect. They ahould be an impediment to the further apreading of the influence of the enemy groups, they ahould suppress the illegal publiahing activity and the dissemination of enemy publications. Given the circumstances, it is nőt a realistic goal to designate the totál and final elimination of the illegal publiahing activity, bút a significant curtailment of the activity must be realized. In the course of the lmplementation of the official measures great attention must be given to their aensitive application and to the variety of auppressive instruments. It is justified to start the gradual utilization of stricter administrative measures havlng a deterrent effect, initially of a warning natúré ao that the undesirable effecta that theae steps exert on domeatic and International public opinion may be avoided. In domeatic and foreign information policies special attention must be devoted to the appropriate propaganda preparation fór theae types of measures, and fór the convincing Justification and acceptance of the neceasary measure3.-iO- 10 -
